Apart from transparency measures for consumers, it lowers current tariff caps at both wholesale and retail level for voice calls and SMS and introduces, for the first time, similar caps for data roaming. Thanks to new structural measures, consumers will be able to buy roaming services separately from other mobile services, while keeping their existing services and number and at no extra cost.
